What people building new jurisdictions have to buy
People building self-governing territories have to recreate from scratch every function a normal society inherits without noticing: registries, dispute resolution, identity, standards, enforcement. Several of those will be both essential and badly served, and the people buying have unusual budgets and unusual urgency.
The open question. Which inherited function is both mission-critical and structurally underserved?
